About our speaker :

James B. Lockhart III has had a long and distinguished career, serving in multiple governmental positions and throughout the private sector. He grew up in Summit, NJ and graduated with a BA from Yale University in 1968 and an MBA from Harvard Business School in 1974. In his first government position, he served as a Lieutenant in the U.S. Navy, aboard a nuclear ballistic missile submarine.

Mr. Lockhart is currently a Senior Fellow of the Bipartisan Policy Center (BPC) and Chairman of the Bruce Museum, an art and science museum in Greenwich, CT. Along with former Senator Conrad (D-ND) he co-chaired BPC’s Commission on Retirement Security and Personal Savings from 2014 to 2016. He also served as Vice Chairman of WL Ross & Co. from 2009 to 2018, leading their largest and most successful investment segment - financial services.

Prior to joining WL Ross, Mr. Lockhart was director of the Federal Housing Finance Agency (FHFA), regulator of Fannie Mae, Freddie Mac and the Federal Home Loan Banks, starting in 2006. He served as Chair of FHFA’s board and as a member of the TARP Oversight board. From 2002 to 2006 he was the Principal Deputy Commissioner and COO of the Social Security Administration and a member of President Bush’s Management Council. From 1989 to 2003, he was Executive Director of the Pension Benefit Guaranty Corporation. Mr. Lockhart was director of Virgin Group Acquisition Corp. until June 2021 when it merged with 23 and Me. He co-founded and served as a Managing Director of NetRisk, a risk management software and consulting firm serving major financial institutions. He was Senior Vice President of finance for National Reinsurance, Assistant Treasurer at Gulf Oil, in Europe and the U.K., and is also a Fellow of the Association of Corporate Treasurers (U.K.).

In February 2023, Mr. Lockhart authored “America Underwater and Sinking: Time to Surface with Lessons Learned,” a fascinating book that tells an important story about managing government agencies that—in submarine parlance—are deep underwater, then provides solutions on how to help them and the overall government surface.

The Annual Dinner is the Harvard Club of New Jersey’s (HCNJ) primary fundraising event of the year. We hope you can contribute to the HCNJ’s Internship Program when you purchase your ticket(s). Our unique “Winternship” Program sponsors $1,500 stipends for New Jersey Harvard undergrads who intern for local non-profit organizations during J-Term, the one-month period between Harvard’s fall and spring semesters. The program is extremely popular with students, as it gives them an opportunity to explore potential careers, while giving back to their communities. The HCNJ is proud to have funded four Winternships this past January and hopes to sustain, or expand upon, this number in January 2025. We depend on your generous donations for the continuation and success of this program.

J-Term Internship Donations (tax deductible):

- Full Sponsor ($1,500)

- Partial Supporter ($500)
